The Gardner City Council, senior management and the mayor, met in council retreat at 5 p.m. on March 29. The council holds retreats annually to formulate discussion; no decisions are made. John Nalbandian, (facing, center) professor emeritus of the School of Public Affairs and Administration (SPAA) at the University of Kansas, led the workshop and discussion. Nalbandian is professor emeritus after 40 years of training students for careers in local government. In addition to teaching and research, he has real world experience in local government as a two term council member in Lawrence. Today, Nalbandian is “devoting considerable time to conducting workshops, council retreats, and making presentations.”
