With nearly 40 years of experience in both local government and private business development, Powell will serve as the key contact for external and internal constituencies on public-private partnerships for economic development. His areas of concentration include business expansion and retention as well as business attraction. Powell’s duties extend to negotiating, developing and monitoring contract agreements and other forms of business and economic development incentives.
“I am dedicated to advancing the economic growth and development of Gardner in order to enhance the quality of life and economic health of the community,” Powell said. “This city has much to offer, and I am confident we will make great strides in due time. I look forward to playing a role in Gardner’s progression.”
Powell most recently served as the Director of Business Rentention and Expansion for the Salina Area Chamber of Commerce. His areas of expertise include strategic planning, community policy, economic development analysis, tax abatement, neighborhood redevelopment, railroad and port development, and grant writing.
Powell received a bachelor’s degree in business administration from Emporia State University. He also earned a mini masters of public administration from Wichita State University. Powell currently serves as a board member of the Business Retention and Expansion International – the leading professional association for business retention and expansion.
