Council members tabled a proposal to adopt the latest version of the international building codes. The codes detail a variety of rules related to the construction of new buildings.
For example, according to the code, permanent foundations and other permanent building supports must be protected from frost by one of several methods, including extending the frost line below 36 inches or erecting on solid rock with support from a geotechnical report.
Typically, the city adopts the latest code every three years. The city of Gardner adopted the 2000, 2003 and 2006 series of codes, but skipped adopting the 2009 codes as the state was finalizing fire suppression rules.
Cheryl Harrison-Lee, city administrator, said the codes are moving toward requiring more energy efficient homes and buildings.
The updated code is similar to ones adopted by Olathe, Johnson County, Shawnee, Leawood and Overland Park.
Council member Larry Fotovich said he’d like the city to consider adopting even more stringent codes so new construction in Gardner is more energy efficient and higher quality.
Doing so, he said would drive up the value of existing homes and draw certain types of high-end consumers to this community.
Council members agreed to table discussion of the item until they can get a more detailed list of what has changed in the latest code update.
In other business, council members:
• passed an ordinance releasing public right-of-way near Midwest Commerce back to the Midwest Commerce owner.
• passed an ordinance to acquire land for the development of Big Bull Creek Wastewater Treatment Plant by condemnation if necessary.
