Water, sewer rates to remain flat in Edgerton

Edgerton city staff won’t be recommending a budget that includes utility rate increases. That’s the word from city administrator Beth Linn.
She told Edgerton City Council members last week that she anticipates flat water revenues and expenditures in the water fund.
The sewer fund presents different challenges, she explained, as the city prepares to open the Big Bull Creek Water Treatment Plant in 2014.
“Doing a budget for a plant you don’t even have open is much more challenging,” she said during a July 11 meeting.
The city commissioned a utility rate model to assist in setting rates in water and wastewater last year. Linn said she used the study to help draft utility budgets for 2014.
The model suggested the city raise sewer rates by 2 percent, but Linn said based on current projections, a rate increase won’t be necessary in 2014.
“It’s something to keep an eye on through the year,” Linn said.
The current budget sets the monthly sewer charge at $2.60 and a usage charge of $4.23 per 1,000 gallons of water used. Next year’s proposed budget maintains those rates.
Although rates will remain flat, the proposed budget does anticipate an increase in revenues from fines and forfeitures.
The city must approve a budget and submit it to the state no later than Aug. 25. She presented a proposed 2014 general fund budget that maintains the current mill levy rate during a June 27 meeting. At the next council meeting, Linn said she will present proposals for other portions of the budget including Special Highway, Special Parks and Recreation and Equipment Reserve and Public Infrastructure funds.
The next meeting is set for 7 p.m. on July 25 at city hall.
